The proposal is for ODF 1.4.

A solution for ODF 1.2 Errata 01 is needed too. But I'm not sure how to do it. A wording "which define the left, top, width, and height dimensions of the user coordinate system." is mathematically questionable. And using the complete new text looks too large to me for an errata.
