Patrick: Andreas - need to find out what application are doing - can
change definition to match what is being done
Patrick: Andreas - worried about looking at our applications only - not
comfortable with potentially breaking existing applications
Patrick: if spec leads to incorrect results - need to fix the spec -

spec

the svg:viewbox, consumers should accept with or without svg:viewbox but
without svg:viewbox, results may vary
Patrick: If 1.4 consumer opens a 1.3 document without svg:viewbox, when
it saves, must add svg:viewbox on save.
