Section "7.2 Common Characteristics of Field Elements" contains two relevant remarks.
 1. "The content of an element is a textual representation of the current field value as it would be displayed or printed."
 and 2. "For string values, if a value is identical to a presentation, the value attribute can be omitted to avoid duplicate storage of information."

In combination of 1. and 2. a consumer can trust, that the content is the textual representation of the current field value. And indeed, Word, Apache OpenOffice and LibreOffice as well use only the content for the first display. If you remove the content, they will display a blank.

So I think, we should not eliminate the content.
