If you open a document, the <dc:date> element has still the value from last saving. And especially in case you open the document in read-only mode, the <dc:date> element will not change. But even, if you open the document read-only or have the document created from template, the current date-time is shown. To test it without waiting some days, use a format for the field, which shows the time.
