Using e.g. the attribute 'using-first-column' of the concrete table is indeed no full ersatz for the deprecated template attribute 'first-row-start-column="column"', because the attribute "using-first-column" does not only affect the top-left cell A1, but the cells A2, A3, ... too.
But on the other hand, these template attributes are not suitable to generate all wanted table structures and should be replaced with something better.

LibreOffice uses a more flexible table:table-template in extended mode, see [commit|https://gerrit.libreoffice.org/plugins/gitiles/core/+/309bc35559cb823415139044272b10feccdb6ae7%5E!]. It uses elements, so that different styles are possible, and it allows to distinguish even and odd for first or last column/row too. There exists yet no proposal here in JIRA. 

My proposal is, to not remove the template attributes in ODF 1.3 but keep them deprecate. So for those table structures, which cannot be described using only the table attributes, the template attributes can still be used. But later when in ODF 1.4 the new template elements are available, the template attributes will be removed.

To solve the conflict between mandatory and deprecate, we should make the template attributes optional.
