The spec uses "should" in both cases and "unused" is not clear anyway. There is no default value needed. The attribute 'style:volatile' is only a kindly hint for the consumer, what to do. It might be easier for a consumer to hold a list of all read number styles, than cleaning up the list after entire file has been read and parsed. LibreOffice writes 'style:volatile="true"' to a number style A, if it is referenced by a <style:map> element inside a conditional number style B. In that case, only the number style B is referenced by 'style:data-style-name' attributes. So number style A seems "unused" in the sense, that it is not referenced by a 'style:data-style-name' attribute.
