Patrick: discussion of https://issues.oasis-open.org/browse/OFFICE-3662 and the delay inherent in another public review

Patrick: Apply Office-3662 and vote next Monday on public review

Patrick: Patrick to contact TC Admin to see how to avoid delay in starting next public review
