What am I missing? I read the first paragraph of text:anchor-type as:

The text:anchor-type attribute specifies how a drawing shape is bound to a text document. The anchor position is the point at which a drawing shape is bound to a text document.

Or are you suggesting that 19.758, which defines binding frames to a text document should have the same leading text? This is defined both as a graphic property (20.418) and here as an element attribute.

Problems
========
(1) The attribute text:anchor-type is defined in sections 20.408 and 19.754. In both cases it has the texts "how a frame" and "which a frame" in the first paragraph. But this attribute is not only applicable to frames but to all drawing shapes.

(2) The texts do not mention, that the attribute is available as element attribute and as graphic property, and they have no precedence rule.

(3) The attribute in 19.754 needs a default value because it is an element attribute.

(4) The tables 17 and 24 have columns  "The anchor position is..." and "The drawing shape element appearsâ". The word "appears" associates something visual in the reader.  But these columns are not about the shape visible to the user, but are about the tags of the shape element in the file text.
It is not clear enough, that  the description of the location of the element is normative.
