ÂI have attached the proposal now here. The subtasks become obsolete.

Open question: Are backgrounds affected by the filters? LibreOffice no, Calligra yes. Specify "It is implementation depended, whether the filter is applied to the background, which is set by a {{draw:fill}} attribute." instead of "The filter is not applied to the background, which is set by a {{draw:fill}} attribute."?

LibreOffice applies the filter to svg-images too, therefore I have used simple "image" instead of "pixel image" or "bitmap or raster graphic", which are uses in ODF 1.3. If "image" is not clear enough, we can perhaps use "image provided by a <draw:image> element".
