We could of course fix the spacing issue more quickly than three weeks, because we can simply copy style definitions from an earlier draft where they were OK. But I was assuming that we would want to try to fix all the styling issues in one operation, including consistent naming etc.

Well, if the ODF TC don't mind waiting, of course the changes can be made for CS02. But Patrick and I reckon it will take us three weeks to tidy up the styling of ODF 1.3. I don't know why the styling got changed in CSD02. CSD01 looks OK.

I do not mean to insert blank paragraphs. That is a typographical no-go. 
I mean to set the paragraph bottom (and top?) margins to other value than 0. The other typographical solution would be to use a first line indent. But such is harder to handle and only needed if we would use 'register true'.

Why only for ODF 1.4? As we will have a CS02 anyway, it can be changes for ODF 1.3 too.
