I did find:Âhttps://www.iec.ch/members_experts/refdocs/iec/isoiecdir-2%7Bed7.0%7Den.pdf#page=47&zoom=100,92,708

try page 27ff, "7 Verbal forms for expressions of provisions".

Last but not least, can someone explain the criteria between making a feature implementation-defined or implementation-dependent?
dunno, i'd decide on a case by case basis.
Or can someone provide some reference?

apparently it's defined in the spec itself

1.2 Terminology

Implementation-defined is used in this standard for values or processing that may differ between ODF implementations but is required to be specified by the implementor for each particular ODF-implementation.

Implementation-dependent is used in this standard for values or processing that may differ between ODF implementations but is not required to be specified by the implementor for each particular ODF-implementation.
