The notes for the 14 December 2020 meeting of the ODF TC follow.

Patrick: After the approval of a Committee Specification, and after
three Statements of Use referencing the Committee Specification have
been presented to the TC, a TC may resolve by Special Majority Vote to
submit the Committee Specification as a candidate for OASIS Standard. At
least one of the Statements of Use must come from an OASIS
Organizational Member. The TC may decide to withdraw the submission, by
Special Majority Vote, at any time until the final approval. The chair
shall submit the request for the Special Majority Vote using the request
mechanism designated by the OASIS TC Administrator.After the approval of

Patrick: A public review of the Committee Specification shall be
announced by the TC Administrator to the OASIS Membership list and
optionally on other public mail lists. The public review shall remain
open a minimum of 60 days.

:Â A Statement of Use submitted to the TC or PGB must be approved by TC
Resolution or PGB action as an acceptable Statement of Use with respect
to the Specification.
Patrick: TC must accept the statements of use by majority vote
Patrick: Then - vote on requesting the special majority vote
Patrick: then: ask the TC Admin for special majority vote on submission
as OASIS standard
Patrick: TCs may conduct electronic ballots. An electronic ballot may be
conducted during a meeting using any tool available to the TC including
email and the results must be recorded in the minutes. Electronic
ballots outside of a meeting shall be made either by using the TCs
general mail list or the publicly archived electronic voting
functionality provided by OASIS and must remain open for a minimum of 7
days.TCs may conduct electronic ballots.
Francis Cave: OK with the approach.
Regina Henschel: Point 38: OASIS TC Administrator is the person or
persons representing OASIS in administrative matters relating to
Technical Committees. All official communications must be sent to
tc-admin@oasis-open.org.

number in its statement of use -

clauses

of use
Patrick: Francis - statement of use - up to a TC to decide if a
statement of use is satisfactory - doesn't have to be the whole standard
- some of its conformance clauses
Patrick: Andreas - needs to be only one or more statement of types

Patrick: Editors need to draft a response on statements of use and
submit with links to the reference version if possible - Francis,

Patrick: Andreas - large group evaluator - could have listed medium and
small group evaluator -

Patrick: Andreas - part 4. - open formula evaluator
Patrick: Francis - at least one that conforms to opendocument producer
and one that conforms to opendocument consumer -
Patrick: Francis - please tell us which of the document categories you
conform to for production and consumption
Patrick: Francis - conform as a producer for the following document
types - and conform as a consumer for those and perhaps other document types
Patrick: Michael - act as a producer and consumer for the following
document types
Patrick: Need new calendar invite for TC meetings
