The CSS team has noticed, that there is a problem in how a box is broken at line breaks and page breaks . They propose a new property {{box-decoration-break}}.

To allow authors to get the appearance as in CSS (text is written on top of shadow) or as in Word (opposite side of a shadow is expanded too), the fo:margin attributes have to be allowed for text spans too.

The CSS3 module "CSS Backgrounds and Borders Module Level 3" is still Candidate Recommendation at least until 22 February 2021. But I have doubts that we can use it for our purposes, even if it becomes a Recommendation by the time ODF 1.4 is finished.
