Michael Point 1: Whether parts of the cell are enough to match the condition, could be determined by attribute 19.711 table:search-critera-must-apply-to-whole-cell of the <table:calculation-settings> element. That would be a compromise between specifing a fixed way of interpreting or specifing a new attribute for individual filters. The attribute already exists for conditions with texts and could be easily extended to cover conditions with text-color too.
