Same is true for the international standard ISO 2145. I have no access to the original ISO, but read https://en.wikipedia.org/wiki/ISO_2145. MS Office allows a list to start with number 0. So this would increase interoperability. Zero is allowed for the now deprecated <text:numbered-paragraph>, so the now to be used solutions needs to allow it too.
