OK, I learned that if I am entering a comment, I should not click anything else until the comment is done.

I am looking at the master task that I created.  I noticed that the operations available are different than those available for subtasks.  (There is a Convert operation that is not available, but I can create more sub-tasks, something unavailable for sub-tasks themselves.)

What I am permitted to do with this issue in its current state ("New"), is 

Workflow Actions Open Issue and Close Issue

Operations Assign the issue, Clone the issue, Comment on the issue, and Edit the issue.
