Hi Daniel,

it should be fairly simple by following these steps:

- go to http://tools.oasis-open.org/issues/browse/OIC
- in the top right corner, clik on the "log in" link
- enter your username and password 
 (your wiki and/or OASIS Member login should work)

From there, just create a new issue by clicking on the
menu item
