did we receive additional feedback from the Orvieto plugfest ?
If not, fixing the numbering and sending it out for public review 
seems fine.

I don't see any comments in the ballot results.   So, I think the next
step would be for me to fix the section numbering problem, now that I know
what was causing it, and then to approve that as CD 03, and send that out
for Public Review.

Or are there any other changes we need?
