I've used "capable of" because a producer may (for instance) also capable / be able to produce, say, XHTML or ePub 

(but I have no problem with replacing 

"Interoperable Producer: ODF Implementation capable of producing..." 

with 

"Interoperable Producer: ODF Implementation producing ..." )
