I think what is being pointed out is that full, changes-accepted versions
are reviewed, but that supplemental change-tracked copies are provided for
the use of reviewers in addition to the clean, final-form versions.

This is how I have seen it happening on other TCs.

Hi Kim,

I think Mary was asking to accept all of the changes in the HTML version, 
but only the changes on the cover and footer on the other versions. 

Or am I misunderstanding her three requests?

Making all three documents identical is certainly possible, but then we're 
not showing change tracking, which we're required to do as well.
