I think it is clean copies of all three, plus a separate change-tracked
version (I prefer .PDF for that because of client implementation and setting
differences, and you could make sure the colors work for your eyes [;<).

So what do we give then?  Change tracked version of ODF only, and then 
clean copies of PDF and HTML? 

But that doesn't make all three copies the same, which was what Kim was 
mentioning.
