I recommend always providing the UTC time for an international event.

It makes it easier to catch errors.  And others (such as Andreas) in cities not listed can always determine their situation based on what their local-time offset is.

The addition of local times may be handy, but the UTC time always grounds those and any others that may come into play.  (I made the assumptions explicit, below.

as always, we keep the start of the meeting constant in US-time.
Europe has changed to Winter Time, so the Nov 2nd conference starts at

13:30 UTC

09:30 Boston, UTC-0400
14:30 Brussels, UTC+0100
21:30 Beijing, UTC+0800
