Just putting this in the records after the fact.
Scott and I talked through this on Friday night. Neither of us see a problem.

To re-cap: ÂOMF gets to do things their way, whether or not OASIS would do the same, so long as (1) it's within budget and their board gets the reporting, (2) it obeys our controls (pay on reasonable invoices, rational written employment terms, etc.) Âand (3) it doesn't push our nonprofit issues.
We're fairly sure that some degree of 'costs of acquisition,' like relocation and interview travel, are reimbursed by some nonprofits for key person positions, so long as they're proportional and cost-based. OMF reimbursed some candidate interview travel from its last FT hire. This guy will get reimbursement for a capped and defined amount, on presentation of invoices. He's working for a public agency, whose compensation issues are unlikely to have offered improper or mispriced reimbursements. So, without looking at any tax or Insperity advice, it looks OK to me.

Also FWIW:
Jascha confirmed that he and Michael had the 'no guarantees' talk about the duration of funding.
Michael also was a key player in the experts support team in the Board's first few meetings, and is a leader in other pre-existing industry/city projects, so we know he's a good guy and in my view a great choice. Surprised he took the offer, but good for Jascha.
