Subject: SLPF: Compliance language should map to Schema, not tables

Joe Brule made a comment during the public review:  https://www.oasis-open.org/apps/org/workgroup/openc2/email/archives/201811/msg00022.html
The gist of the comment was that the compliance language should map to the schema rather than the property tables. 
The justification for the comment was inconsistency with the introductory text in Annex A and inconsistency with OASIS rules (TC process 2.2.5)
A github issue was created https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/issues/22 
I attempted to resolve the comment with the following change:  https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/pull/43 

Please note that this change needs to be discussed at the Language Spec level as well
If you object to the wording in the pull request, please provide your comments via email or via the github issue.  
Our ability to resolve this issue will require changes in the language specification as well, however barring any objections, I would like to report to the TC that the SC recommends this resolution
