RE: SLPF Comment Resolution: Move front matter of conformance section to Annex

All, 

This resolution is attempting to address two TAB comments. 
The TAB made a comment during the public review:  https://lists.oasis-open.org/archives/openc2-comment/201812/msg00009.html
The gist of the first comment was to remove the definitions from the front of the the conformance section
The rationale for the comment was that the conformance clauses need to be self-standing therefore a 'glossary' is not needed.

The gist of the second comment was to remove (or move) the traceability matrix. 
The rationale for the comment was that the conformance section should ONLY contain conformance and that the Traceability matrix does not directly apply

Barring any objections, I would like to report to the TC that the SC recommends this resolution
