Duncan Sparrell made a comment on July 20, 2018 via github issues.  
The issue is located at https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/issues/12
The gist of the issue is that the default response type should be 'complete' vice 'none' 

On September 5, 2018, consensus was reached (both language and AP subcommittees) that the default should be complete (vice none) 

Barring any objections, I would like to report to the TC that the SC recommends this resolution
