Action: query. Target: command

I am trying to implement the query action with a target of a command ID. The language spec does show this is possible but no indication is given on what the returned response should be. The OpenC2 response section in 3.3.2 shows all possible fields that can be returned but it does not say what actions and targets should be returning which of these fields. Should the returned command be put in results, or pairs, of the status_text as a JSON string or is it expected that it will always be in an extension?
