Thank you for your interest in OpenC2.  First order of business, my sincere apology for not replying to your email immediately.  Your email arrived when we were frantically making preparations for our very first Plug Fest.  

 

Table 3.3.1.1 has an ID number, name and description for the 20 actions defined in OpenC2.  Earlier versions of the draft had different actions, but as the TC made its deliberations, some of them were removed prior to release of version 1.0.   ‘21’ is one of several actions that were removed prior to the release.  (The ID number goes up to 32, but only 20 actions made it to version 1.0) 

 

The number is simply an identifier, it does not indicate a position in an array or indicate order within some sequence.  Essentially ALL the prototype work that we have seen to data are JSON serialized and currently we are not seeing the ID being used.  We could have renumbered all of the actions to avoid the gaps, but the id number is arbitrary and the gaps in the numbers is not likely to result in a failed implementation

I'm currently reading the specification and try to make my own python implementation and I found that : 

In page 29 of the oc2ls-v1.0-cs02

The number "21" is miss inside the board
