HTTPS specification issue resolution status update, 23 Jan 201

Based on consensus from the IC-SC and the F2F participants, I have accepted the PRs to apply the following changes to the working branch of the HTTPS specification, and recorded the status in the CRM:

â HTTPS-1: Serialization should not be limited to JSON

â HTTPS-19: remove "verbose" in "verbose JSON" (addressed in HTTPS-1 pull request)

â HTTPS-4: insert Goal subsection into Section 1

â HTTPS-5: Update Annex B intro to refer to "message elements", per L-Spec language

â HTTPS-21: Remove notifications

â HTTPS-25: Add normative / non-normative banners

â HTTPS-29: specify base64url encoding for X-Correlation-ID
