Subject: AI: "Common Material" Tasking

Background:Â this email addresses an action the Secretary was assigned at the 18 September OpenC2 TC meeting:Â "Capture the gist of the Common Material discussion and create tasking for the L-SC to produce a new work product containing the Common Material".

Tasking:Â Per the action, the Language SC is tasked to develop an OpenC2 overview / summary / architecture document based on the common section 1 material of the three v1.0 OpenC2 Committee Specifications and other relevant OpenC2 information, in the form of a proposed Committee Specification.Â

Discussion:Â Five options for handling the current duplicate content in Section 1 of the three OpenC2 Committee Specifications were presented on the OpenC2 TC mail list and subsequently discussed at the 18 September TC meeting:

1. Create a Committee Note (CN) and have the specifications reference it

2. Place all of the common material in the Language Specification and have other specification reference the Language Specification

3. Maintain the common material in front of all specifications

4. Combine all the material and all OpenC2 specifications in a single specification

5. Create a new Committee Specification (CS) that has the common material and a normative section stating OpenC2 conformance requires implementation of the language specification, at least one transfer specification, and the appropriate actuator profiles.

The consensus at the TC meeting clearly favored Options 1 and 5, with the weight of the discussion leaning more toward option #5. The suggestion was made, and accepted, to draft the document and defer the TC's decision whether to publish it as a CS or a CN until a draft is available for consideration. Subsequent discussion concluded that it was probably best to draft the document as a CS candidate, since that was the TC's initial leaning and it would be straightforward to remove normative and conformance material if the TC elected to publish as a CN instead.
