Subject: Implementation Considerations and Actuator Profile Subcommittees Topic


OpenC2 Technical Committee, 

Recall that during the November 15  monthly OpenC2 business meeting, Mr. Thomson  presented the topic of creating a single place for related conversations and discussions on interoperability, actuator profiles, and implementation. After a brief period of deliberation,  it was suggested to call it to question via electronic ballot.  It was my judgement that there was insufficient time for discussion and get all of the points out and that it would have been premature to put it to electronic ballot.   The TC can end the discussion of any topic provided there is a 2/3 majority to call it to question but it was not pragmatic to verify the desire to close the discussion.  What came to mind as a way to resolve it at the time  was to utilize an electronic ballot to determine if we are closing the debate.  After the meeting, I reconsidered and I do not think this is a good approach.  

Everyone wants to provide enough opportunity to get the points, counterpoints and discussion complete. 

Everyone wants to bring resolve the questions as soon as practical after the discussions have occurred.  

Consider this way forward: 
*	ONE;  Suspend the action to post an electronic ballot to call to question.  This electronic ballot adds a layer of process and time and delays the resolution. 
*	TWO;  Set up a Slack channel, discourse, googledoc and/or some other on-line discussion platform to investigate the proposal.  This will provide a means to discuss the matter and makes the 'call to question procedure' moot.
*	THREE;  Once the discussions are completed, set up an electronic ballot to consider the options that emerge from the discussion.  This will allow us to resolve it more quickly.  

Are there objections to proceeding in this manner?
