Subject: RE Temporary Suspension of Implementation Considerations Subcommittee

Duncan,

In the original email, I was striving to be concise, but apparently overdid it….

We are not ‘shutting down’ the IC SC, but for the time being, it will not have monthly meetings.  We talked about this at the co-chairs tag up that occurred on November 27, and the IC SC co-chairs were on board with the idea.   In the context of when the meetings will resume, a particular date or milestone was not explicitly stated.

IN the context of the open source implementations,  the two co-chairs will still act as focal points in these matters and will work with OASIS management and the developers.  We do have multiple open source efforts on the OASIS Open Repositories, but (I am speculating at this point) I suspect that we will not see a lot of commits and updates to the open source efforts until we get near a final draft language specification.

In the context of establishment of the TC level ‘working call’;  On the first Wednesday of the month, we have a meeting at 21:00 to provide an opportunity for TC members to bring up issues and stay abreast of SC activities.  This was to accommodate our members that really could not attend the SC meetings due to time zones.  During the November TC meeting, the desire for a TC level working meeting was expressed.  The TC working meeting will provide a means to keep abreast of the SC activities and an opportunity to bring up issues.  Given that the IC SC was on the first Wednesday of the month, then it seemed logical to utilize the IC SC timeslot for this purpose.

IN the context of advancing topics/ contributions:  In addition to slack, googledocs, email etc.  the TC working meeting itself will provide an opportunity to bring up issues, and we do NOT want to ‘hold off’ anything.

Subject: [Non-DoD Source] [openc2] Establish OpenC2 Technical Committee (TC) Working Call and Temporary Suspension of Implementation Considerations Subcommittee

The IC-SC included open source implementations in it's scope. How will that be handled while IC-SC is on hold?

Is there a date or milestone  or amount of contributions that will be the point at which the IC-SC is reconvened?

I presume this action is the result of the requests made at the last TC meeting (overlap, too many meetings). Was it discussed at the IC-SC meeting (I confess I missed the last one)? Ie is this a decision by the IC-SC or the TC?

While on hold, is it still possible to advance topics thru contributions/googledocs/email/slack/wiki/discourse/etc or does suspension mean hold off on anything? Ie is it the SC being suspended or just the meetings?

Subject: [openc2] Establish OpenC2 Technical Committee (TC) Working Call
and Temporary Suspension of Implementation Considerations Subcommittee

OpenC2 Technical Committee,

The implementation considerations effort is important, but is premature at this time. The Implementation Considerations Subcommittee will be temporarily suspended to allow the TC members to focus their efforts towards the further refinement of the OpenC2 language and actuator profiles.

In lieu of the monthly Implementation Considerations subcommittee meeting at 1300 ET on the 1st Wednesday of the month, we will hold a TC-wide Working Call in its place. The TC-wide Working Call gives members the opportunity to get a deeper understanding of the activities of the subcommittees, to ask questions, and to provide feedback.

The first OpenC2 TC Working Call will be on December 6, 2017 @ 1300 ET. The OpenC2 TC Working Call @ 1300 ET is analogous to the 2100 ET call currently being held on the 1st Wednesday of the month for our members in the Asia Pacific region who are unable to participate in the subcommittees due to time zone differences. These meetings do not count towards voting rights.

The decision to put the Implementation Considerations Subcommittee (IC-SC) on hiatus is in no way a reflection of subcommittee. The IC-SC addresses lessons learned from implementations, provides guidance, and addresses matters that are external to the OpenC2 language and profile specifications. It is logical to put the IC-SC on hiatus while the language and actuator profiles are being codified and until there are additional prototype implementations.

The Language Subcommittee and the Actuator Profile Subcommittee are doing excellent work and making progress. These subcommittees will continue drafting, deliberating, achieving general consensus at the SC level, and providing recommendations to the TC.

Thank you for your time and consideration in this matter. A series of calendar invitations will follow shortly.

Very Respectfully,

Sounil Yu,
Joe Brule
