I think markdown (source format) as normative variant is a solid choice.We have structure in these documents that allows referencing individual words by references like section paragraph # sentence # word # for any commenter.
IMX line numbers often destroy any usability aspect for implementers and commenters alike, as the commenters have trouble copying the content for a constructive CURRENT_SITUATION vs. SUGGESTED_SITUATION

Comments and suggestions are most valuable when they are based on line numbers that do not change with the viewer and screen that is viewing them. Do we have non-varying line numbering in the MD version?
