At today's working meeting it was noted that a comment on the JADN spec has been received.  The TC will publish a comment resolution matrix at the close of the public review period, but this question merits a longer discussion.  An initial draft of a response can be found at https://docs.google.com/document/d/1jWfpyP7Ws8htun3qiCnSgAZJkbFyRPXdg3eglloVyNQ; comments enabled and welcome.
