hi mike,
    It looks like u added a few more OpenCSA to qualify TC. Your  
change color was the same as mine, so it was a bit difficult for me  
to find your edits, but it all looks fine to me.
   I updated the title to add dr2 so we can all know which version is  
which and attahced it to this email.

   If anyone else updates the doc, and sends it back, please either  
change the date or the draft version before you send it back.

Anyone else have any other changes, suggestions, comments.

  If i don't hear any more by the end of next week, i'll assume its  
ok, and set up a web ballot to approve.
