Change Management Specification 3.0 draft is ready for initial TC review

An initial draft of the OSLC Change Management
Specification 3.0 draft is ready for initial TC review at https://tools.oasis-open.org/version-control/svn/oslc-core/trunk/specs/change-mgt/change-mgt.html.

This revision includes:
1. Updates to Base Requirements from
Core 3.0 to Core 3.0
2. Separate document for terms and constraints
3. replaced the oslc_cm:state with the
previous oslc_cm:status to 1) maintain compatibility with OSLC CM 2.0,
and 2) to defer inclusion of Actions in OSLC Core or CM specifications.
4. Removed oslc_cm:attachments since
it is now included in OSLC Core 3.0.
5. Updated all the references
6. Created the vocabulary and resources
shapes Turtle files, and used them to generate the change-mgt-resources.html
specification content.

I expect there will be quite a few editorial
changes and possibly issues with this initial draft since I don't have
sufficient history and background in Change Management. Editorial changes
can be included in a email response to this note. Significant issues should
be raised at https://issues.oasis-open.org/browse/OSLCCCM/?selectedTab=com.atlassian.jira.jira-projects-plugin:summary-panel.
