A global configuration server can the thought of as a federator of contributions from other servers and domains. Each server would be expected to manage a scope of resources for which specific versions might be selected. 

Different global configuration servers would likely control disjoint contributions, so its not clear they would need to be able to discover each other. In any case, there is no central mediator for OSLC servers specified by the OASIS OSLC standards. However, it would be possible to create one using existing OSLC capabilities if that is needed. Such a mediation/federation service would still have to advertise its discovery URI somehow, so this essentially moves the problem.
