If a client uses a Configuration-Context header to specify the GC to use, then it would seem the server would either satisfy that request with the contribution defined in the GC or fail. That is, the contribution from any particular contributor would be defined in the GC. Under what circumstances could a request succeed and use a local contribution different from what is in the client specified GC?
