Specification Writer's Handbook and Use Case & Requirements

Greetings OSLC Core TC Members,

I have put together some notes [1] based on some of the questions I've 
been hearing and to help establish some consistency and better 
understanding of a number of things related to getting Committee documents 
(Standards or not) published.  It is not to replace any OASIS guidance and 
rules, but to frame it from OSLC needs. 

I'd be interested to hear:
- if this is valuable
- stuff that is missing
- areas that could benefit from some clarity

Feel free to either let me know, or better yet, let use know and propose 
what could be changed (or even make the change).
