Right - the contributed spec doesn't come out and say that oslc.paging is a boolean property, but seems like every reader interprets it that way.
Having my head a bit more deeply in RESTifarian space, I've come to read it as a simple string that reuses the query parameter name/value syntax without implying that the values are typed.  I think it's the latter inference that leads to the predictable questions.  Certainly any RDF-head would ask how to interpret other/no values regardless of the value space, implied or otherwise.
