On the other hand, the Service resources and the other supporting resources, such as factories, query capabilities, dialogs, prefix definitions, providers, etc., are required to be inline in the ServiceProvider http resource (though the vocabulary definition is unnecessarily restrictive - the intent was that a hash URI could be used, not only blank nodes).
