The TC discussed this on 9 July 2015 and there seemed to be common agreement that:

1. Property oslc:resourceShape must be supported for v2 compatibility
2. Setting ldp:constrainedBy to the same value as oslc:resourceShape adds not new value since LDP servers would not necessarily know what to do with a ResourceShape.
3. ldp:constrainedBy is underspecified in LDP 1.0. When W3C finalizes a constraint language, LDP servers would be expected to support that through ldp:constrainedBy. That property and its semantics would then be available for implementation by any OSLC server built on LDP, and could be used in a standard way with clients that compliments oslc:resourceShape. 

So there is likely no need to address ldp:constrainedBy at this time and this proposal should be closed with no action.
