I might be under-thinking this (especially as I haven't used shapes, nor intend to - so to read my comments in that light). But I would expect a client would know which URI to read by finding it in the representations of a server's resources. There will be servers who have their own shapes as well, and clients won't be able to find them by knowing which URIs to look at on open-services.net.
How do servers know which URIs to use? Most likely, I expect they would have it hard-coded at implementation time.

Having LDPCs of the shapes is a good idea. (I'd make it a "direct" container, with the membership triples' subject being the URI that identifies the spec [at a particular version] itself.)

Even if we did use the spec version in the URIs, the clients would still have to know the shape's name.

If we used redirects, we'd need to address the question of what subject URI the client is looking for in the triples in the shape's RDF representation, as the shapes would have multiple URIs.
