Subject: Use of HTTP response headers

The Discovery spec says:
"5.1.2 Servers
SHOULD minimize the use of HTTP response headers on various HTTP
operations as to avoid unnecessary additional response content. This is
also to avoid the complexity on server implementations that would be needed
to provide such additional content. "
Should this be:
5.1.2 Servers SHOULD maximize the
use of HTTP response headers on various HTTP operations in order to avoid
unnecessary additional response content. This is also to avoid the complexity
on server implementations that would be needed to provide such additional
content.
Seems like minimizing the use of headers would require
the discovery data to be embedded in the response entity body which seems
to be what this clause is attempting to avoid. Or am I misreading the clause?
