After thinking about this some more, maybe its not such a good idea to have multiple Resource Constraints (was called Shapes) and Terms sections in the document. The normative clauses indicate what implementers may, should or must implement. The constraints and terms that are used are also documented. So this already indicates what constraints and terms the implementer or client user needs to address.

Also, all the vocabulary document fragments have to be merged into a single document for publishing to open-service.net so that they are machine readable at the OSLC Core namespace URI. Merging OSLC2 and OSLC3 vocabularies and resource shapes has to be done carefully. Having them in the same file might make this easier. 

Let's discuss at the TC meeting.
