I agree that there is no consistent information about home page.  

However, this proposal allows OSLC server implementation to reuse an existing public URL for the server (could be the URL for the Web UI or could be a generic URL for product APIs) to support a standard mechanism to discover the root OSLC Service Provider Catalog.
