The current proposal says:

The server SHOULD return the an icon of the requested size, or the largest icon available that is smaller than the requested size. 

I believe the proposal should be:

The server SHOULD return the an icon of the requested size, or the smallest icon available that is larger than the requested size, if any, or the largest icon available if none are larger than the requested size.

This allows scaling down of the icon where possible, which gives better results in most cases than scaling up.
