Is this proposal for resource shapes, or resource instance shapes.

I'm not sure that I understand this proposal. If the intent is to define the URI that a client performs a GET on to the shape for an artifact type, or a resource tool, there are likely to be tools that cannot adopt the proposed recommendation. There are tools which have project-specific artifact types, and users can add artifact attributes and link types to them. Only the tool (data provider) knows what the resource shape is for some artifact type in some project area. Which means the URI for a resource shape must be one that the data provider can serve. Resource instance shapes might be specific to a single resource, or a small group of resources. This means that a client should not make assumptions about the URIs of resource shapes or resource instance shapes.
