My understanding is that this proposal relates to the shapes that are already defined in the specs (defined by the shape tables/resource tables).
So implementations have a URI to use to refer to these shapes as they stand in the spec.

I don't think Resource Shapes has the concept of taking one shape and extending it (although it needs it - has it been added for v3?), but if it did then yes I'd see these as the base shapes.

So the patterns in the proposal are just for our minting of the URIs. Once they have been minted no client needs to be able to form them from that pattern - the implementors just look in the spec (or in the container mentioned by the proposal) and use those URIs. Implementations still use the existing means of finding a resource shape for a given type or instance - it's just now we define some URIs that servers can use if they want to (if they don't need to define their own shapes).
