I agree with Martin - this is indeed the intent of those lists of properties in OSLC Core 2.0 Appendix A, and implementation guidance is probably the right place to put this. The key is the wording at the start of the appendix:

"The properties that we list here are available for use in OSLC specification in defining OSLC resources, but this does not mean that they are required to be in OSLC resources. OSLC domain specifications decide which properties are allowed and required for each resource use case."

The intent is to list a set of terms from various vocabularies (both external ones like Dublin Core, and the oslc namespace itself) that are exemplars of the terms a domain might or should use. For example, if a domain has a resource that has a name property, then it should use dcterms:title for that property, and not invent a new term or use one from some other vocabulary. There is not intent to define a generic base oslc resource shape - and I think it would be wrong to do so.
